Certification Program


Certificate in Copyright Management and Leadership
(an online non-credit certificate offering from the Center for Intellectual Property at UMUC)

The 21st century demands a new breed of expert–one with the skills necessary to develop new models for managing and brokering information in the digital environment, in education as well as in the public and private sectors. The Certificate in Copyright Management and Leadership provides participants with the knowledge and education sorely needed to navigate the changes in business and education due to the influence of the digital environment.

Possible participants in the CIP Certification Program include, but are not limited to, the following: course developers and managers, information technology professionals, instructional technologists, special and public librarians, secondary and post-secondary librarians, secondary and post-secondary administrators and instructors. 

The Certificate is comprised of the eight-week Foundations course and one elective. The electives run annually during the months of January, June, and July. All courses are conducted online.

Course Descriptions

COPY 600 -- Foundations in Copyright Management and Leadership (8-week required course)
This foundations course provides an overview of copyright issues that impact higher education. Participants will develop a framework for addressing ownership of distance education course materials, e-reserves, fair use, the TEACH Act, open access initiatives, licensing mechanisms and processes, assessment of institutional copyright policies, the Digital Millennium Copyright Act and development of campus copyright awareness.

Course Objectives -- Upon completing this course, participants will be able to:
  1. Assess whether and how copyright law and policy impacts quality instruction and academic values;
  2. Describe key copyright law principles and their application to course development, instruction and libraries;
  3. Assess institutional copyright policies in light of case law and statutory requirements;
  4. Assess institutional processes for managing copyrighted information;
  5. Review various approaches to open access initiatives;
  6. Analyze the DMCA and its impact on colleges and universities;
  7. Develop potential education and policy solutions for managing copyrighted material on campus.
Course Requirements: The Foundations course is a total of eight (8) weeks in duration and should be fully completed at one time.

CIPC 601 -- Open Access and Open Source (2-week elective)
An exploration of the creation of open source products designed to be widely available and the copyright, licensing, and consumer use issues that have arisen within this environment. Topics include the growing movement toward open access and concerns related to making online digital documents free of charge and free of most copyright and licensing restrictions.

CIPC 602 -- Copyright and Work for Hire (2-week elective)
(For those in both for-profit settings and nonprofit libraries and educational institutions.) An examination of work for hire, an exception from the general rule that authors are the copyright owners work for hire. Discussion covers complex issues of authorship and ownership surrounding works prepared by employees within the scope of their employment and works commissioned for use in certain defined situations.

CIPC 603 -- Fair Use and Licensing (2-week elective)
An examination of fair use and licensing. Discussion covers various questions: What rights do users of creative works have to use copyrighted material without permission or payment? How risky is it to use those rights, and how can those risks be mitigated? What’s at stake in exercising and defending fair use and other balancing features of copyright, and how does the balancing concept fit into the evolution and current reality of copyright law and practice? Topics also include types of licenses, management of licenses (including complex rights issues), new standards, and best practices.

CIPC 604 -- Patents and Trademarks (4-week elective)
An overview of patents, trademarks, trade dress, and trade secrets. Topics include elements of patentability and patentable subject matter. Discussion also covers the differences between patents and trademarks, the patent prosecution process, and trademarks and infringement cases. Case studies and case law involving patent infringement are analyzed.

CIPC 605 -- International Copyright (2-week elective)
A study of the influence of international treaties and agreements (such as the Anti-Counterfeiting Trade Agreement) on domestic law. Topics include law issues, public domain, and authorship issues in an international context.
